Reumo

Government hiring represents a significant share of the country's Gross Domestic Product in public finances. With this, it is crucial to understand how complex public procurement is. The general objective of this single and exploratory case study is to identify the obstacles and challenges under the lens of managers, administrative and technical inspectors in the inspection of public works. In this study, we conducted semi-structured interviews with managers and technical and administrative inspectors belonging to the three military organizations of the Brazilian Navy.
Identify and analyze obstacles and challenges in public governance from the interpretation of managers, administrative inspectors, and technicians of administrative contracts of the Brazilian Navy in the supervision of works in military organizations.
The article deals with a single and exploratory case study, including nine semi-structured interviews and three electronic questionnaires. Data were complemented by document analysis, including documents from bidding processes. Proper governance and management of administrative contracts bring significant practical implications for the responsible agents of the Brazilian Navy, affecting efficiency, transparency, risk mitigation, legal compliance, and achievement of institutional objectives.
This article sheds light on a subject that needs to be discussed more in public administration, especially concerning the management and supervision of public works, with this multidisciplinary approach (integrating different areas of knowledge, such as public administration, contract management, law, and governance), the practical contribution, the systematic approach, and the contribution to the existing knowledge
The results indicated that the triad: manager, technical inspector, and administrative inspector, when they know their attributions, the positive effects of management and contractual inspection are enhanced. There is a need for professional improvement or specific training for holding positions in military organizations. Furthermore, the management and inspection of administrative works contracts proved very dynamic, complex and made up of multidisciplinary and heterogeneous teams with little experience.
