Reumo
The digital era has led governments to adopt information systems, increasing data generation in educational matters. In Brazil, the National Education Plan emphasizes collaboration across federal, state, and municipal levels. Data ecosystems, involving various stakeholders, improve transparency and public services as accessible data enhances public policy analysis and monitoring. However, challenges like the lack of a centralized view of data and inconsistent data quality hinder the full potential of educational data ecosystems. Orchestration and data strategy aim to address these issues.
This study examines the educational data ecosystem in Espírito Santo. The National Education Plan requires cooperation across government levels, necessitating comprehensive data access. Data ecosystems involve continuous data generation through interactions among schools, governments, suppliers, and civil society. In Espírito Santo, challenges such as uneven resources and data quality persist. The study explores how orchestration and data strategy can enhance the ecosystem's effectiveness and efficiency.
Educational data ecosystems face several challenges. A unified, comprehensive view of information is needed for better decision-making. Uneven resource distribution at the municipal level leads to technological disparities, affecting data quality and management. Reliable data is crucial for implementing policies, allocating resources efficiently, and measuring progress. Orchestration helps align various actors towards common goals, addressing technological disparities and promoting cohesive data ecosystems.
This research examines the data orchestration actions and data strategy characteristics through the Education Control Panel by the Audit Court of Espírito Santo. It focuses on how this institution coordinates resources and activities for data management. The study emphasizes the role of data strategy in managing, safeguarding, and improving decision-making. Applying Resource Orchestration Theory, the research explores how structuring, bundling, and leveraging processes can enhance educational public management.
The case study of the Education Control Panel by the Audit Court of Espírito Santo identified significant opportunities in data management and policy implementation. Tables in the research mapped the orchestration actions and data strategy characteristics, showing how the dashboard consolidates data to support municipal education planning. The orchestration actions facilitated decision-making processes, highlighting data orchestration's potential to transform public administration and achieve educational goals. The findings underscore opportunities for enhancing public management.
This research highlights the impact of orchestration and data strategy on public policy evaluation and monitoring. Analyzing the Education Control Panel reveals the potential of data orchestration to enhance educational management through better transparency and accountability. Both data orchestration and data strategy could promote data-driven decision-making and efficiency in public services. The findings provide practical insights into the application of Resource Orchestration Theory.
