Reumo

Cities can be studied and evaluated in different aspects, including their sustainability or not. The 2030 Agenda's sustainable development goals (SDG) include in its objective number 11, sustainable cities and communities with goals and indicators. Another perspective is the assessment of cities through ABNT ISO 37120:2017, which presents 100 indicators, divided into 16 themes. There is an absence of studies on ISO 37120, as only 23 studies were identified in the systematic literature review. Therefore, there is an opportunity for research and evaluation.
The research question: What are the stakeholders assessments regarding ABNT NBR ISO 37120:2017? To answer this question it was set the main goal: analyzing the ABNT NBR ISO 37120:2017 indicators in a city of Paraná State based on Stakeholders Theory.
Bencke and Perez (2018) understand that indicators are a great tool for controlling sustainability in cities by public administrators, but they must also be closely monitored by citizens, entrepreneurs and the community. ISO 37120 is related to the pillars of sustainability: environmental, social and economic in cities. SDG 11 brings goals and indicators aiming to achieve sustainability and quality of life. The ISO, on the other hand, presents indicators (and not targets) related to the sustainability of cities (indicators for urban services and quality of life) (Ribeiro, 2019).
The research is a single case study, with qualitative methodology, making use of a quantitative support technique, having a descriptive character. In data collection, ten semi-structured interviews were conducted with direct stakeholders. Quantitative data were obtained through a survey with 345 valid responses from the ISO 37120:2017 indicators. Direct observation, document analysis and the use of a field diary were also used. Content analyzes and Spearman correlation were performed.
The interviewees had an average knowledge of the Norm indicators, while the citizens had a general perception in relation to the Education, Security and Health indicators. The investigated city does not have several ISO 37120 indicators, and cannot be considered a sustainable city. Cities end up adopting a predatory position in relation to the environment since they consume resources from the environment and end up presenting a deficit with the environment, through pollution and degradation.
The perception of stakeholders is divided in relation to the actions that lead the city towards its sustainability. ISO 37120 indicators can assist in the integrated monitoring of municipal governance and recommend specific goals and targets for city improvement with their assessment of several aspects. It can bring benefits to governance and the provision of effective services in different areas, support decision-making, urban planning and a master plan, among others (ABNT, 2017).
