Reumo

As a result of accentuated climate changes, there is an increase in disasters, especially those related to climate, for which we are less prepared. This increase in numbers and intensity will affect more and more vulnerable people in developing countries, including people in the LGBTQIA+ segment. This will require public and social organizations to be prepared to define strategies that result in quick responses to welcome people in this segment in temporary shelters in disaster situations.
This theoretical article is applied to the Brazilian context and is a partial result of a university extension project. It started from the problematic situation related to the increase in disasters, in which it was perceived that there were insufficient measures to welcome the LGBTQIA+ public in temporary shelters in the event of an occurrence. The aim was to suggest a protocol proposal that could help meet this need in an inclusive and respectful way. It presented factors to be considered focused on tasks, resources and actors, and a step-by-step process to guide its development.
This session sought to conceptualize and classify disasters and their relationship with the issue of climate change. Disasters cause serious disruptions in the functioning of a community that exceed the ability to deal with the situation using its own resources (IFRC, 2019). Next, the concept of Logistics of Humanitarian Operations was presented, the purpose of which is to alleviate the suffering of vulnerable people and groups and protocols. (Thomas; Kopczak, 2005). Finally, data and information on vulnerability were presented, especially for LGBTQIA+ people (IBGE, 2022).
This session was structured around two questions: the first presented practical aspects that should be taken into consideration when drawing up a protocol for temporary shelters for the LGBTQIA+ people. The second suggested a model drawn from seven steps that could be used in the preparedness and response phases to disasters. The recovery phase was not included at this time and will be included in future studies. The proposed protocol model in checklist format can be adapted according to the needs of each occurrence.
The protocol suggested here could be an important tool for making public policies aimed at disasters more inclusive and timely bringing relief and dignified care to people in vulnerability especially LGBTQIA+ people. It can be adopted by both public and private organizations in order to make the process of welcoming the LGBTQIA+ segment into temporary shelters fairer and more respectful and that meets the needs of this segment.
