Resumo
Introdução
Organizational and social transformations require leadership models capable of promoting collective development. In the public sector—particularly in challenging contexts such as the prison and socio-educational systems—leadership plays a crucial role in fostering collaborative relationships and improving institutional performance (Calvosa, 2023; Dutra et al., 2019).
Problema de Pesquisa e Objetivo
How does the leader influence the development of collective competencies in work teams? The objective was to understand the role of leadership in the development of these competencies within the teams of the Academy of Prison and Socio-Educational Administration of Santa Catarina (ACAPS), linked to the SAP-SC.
Fundamentação Teórica
Leadership theory has evolved from a focus on personal traits to relational, collective, and contextual perspectives (Yukl, 2013; Northouse, 2021). Recent theories highlight transformational and servant leadership, emphasizing collaboration, trust, and shared purpose (Grant, 2021; Shim & Park, 2019).
Discussão
The results indicate that democratic and servant leadership styles, along with mentoring and facilitating roles, foster the development of collective competencies such as collaboration, commitment, planning, decision-making, and problem-solving. Leadership legitimacy and organizational culture also influence this process.
Conclusão
Leadership is not limited to formal hierarchy and can emerge informally. Practices such as active listening and open communication promote trust and engagement. There is no single ideal style; instead, contextual adaptations strengthen collectivity and organizational performance.
Contribuição / Impacto
This study contributes theoretically by exploring the relationship between leadership and collective competencies, and managerially by offering insights for leadership practices that develop more cohesive and effective teams in the public sector, with a focus on building collaborative environments.
