Resumo

Introdução

Artisanal fishing in Maceió is economically and culturally vital, yet marked by structural challenges and the invisibility of women. This study analyzes how Civil Society Organisations (CSOs) help address these issues by promoting socio-environmental justice and community empowerment. Using a qualitative, exploratory approach, it highlights the role of CSOs in rights advocacy, institutional strengthening, and network building within fishing communities.

Problema de Pesquisa e Objetivo

This study investigates how CSOs working with fishers and shellfish gatherers in Maceió contribute to overcoming structural challenges such as female invisibility and institutional neglect. It aims to analyze their role in promoting socio-environmental justice through social governance and intersectorality, by mapping CSOs, understanding their support actions, and discussing their impact on community empowerment and network strengthening.

Fundamentação Teórica

Artisanal fishers and shellfish gatherers in Brazil face historical challenges such as lack of access to policies, poor infrastructure, low education, and environmental degradation. Women’s roles remain widely invisible. Civil Society Organisations (CSOs) play a key role in rights advocacy, political education, and strengthening solidarity economy initiatives. Drawing on Olson’s theory, CSOs foster collective action, enhance community autonomy, and promote inclusive, territory-based development strategies.

Metodologia

This qualitative, exploratory study used the Snowball sampling method to identify CSOs working with fishers and shellfish gatherers in Mundaú Lagoon, Maceió. Structured interviews were conducted remotely between March 28 and April 4, 2025, using five guiding questions. Data were analyzed through thematic analysis after reaching theoretical saturation. The approach enabled mapping of hard-to-reach groups and identification of patterns in community mobilisation and organisational strategies.

Análise dos Resultados

Six CSOs and collectives active in Mundaú Lagoon were identified, operating across areas such as socioeconomic support, environmental defense, cultural preservation, and equity. Despite financial, managerial, and institutional challenges, the organisations exhibit strong community ties and leadership. Their work fosters solidarity, cultural resistance, and political engagement, particularly among women. CSOs emerge as key agents in strengthening territorial identity and promoting socio-environmental justice.

Conclusão

This study highlights the vital role of CSOs in supporting fishing communities in Mundaú Lagoon through actions in social support, environmental defense, cultural preservation, and equity. Despite limited resources, they foster community resilience and autonomy. The findings call for greater institutional recognition and support to strengthen networks and public policies. Future research should expand to other regions to assess the broader impact of CSO initiatives.

Contribuição / Impacto

This study contributes to understanding how CSOs act as key agents in promoting socio-environmental justice, cultural preservation, and community empowerment in fishing territories. It sheds light on grassroots responses to institutional neglect, particularly concerning gender and racial equity. By mapping CSO strategies, the research informs more inclusive public policies and supports collaborative actions that value traditional knowledge and strengthen territorial resilience.
