Resumo

Introdução

Brazil seeks to position itself in the global space economy through a hybrid model that integrates public, private, and military actors in the commercial exploitation of its launch centers. This paper analyzes the institutional, technological, and legal maturity of the stakeholders involved and proposes an innovation-based roadmap to enable innovation, legal, and organizational readiness.

Contexto Investigado

The study evaluates the readiness of three stakeholders: a private consortium developing a micro-launcher, a future state-owned company to intermediate commercialization of space infraestructure, and the Alcântara Launch Center. Metrics such as IRL, TRL, ORL, LRL, and OPRL were applied to diagnose maturity gaps and guide strategic alignment with stablished international launch providers.

Diagnóstico da Situação-Problema

Despite growing demand for launch services, Brazil lacks the legal-institutional and commercial maturity to operate a sustainable hybrid launch model. Stakeholder 1 has technological, funding and team strength but limited business readiness. Stakeholder 2, the state-owned intermediary, faces major legal and organizational gaps. Stakeholder 3 (CLA) shows high operational maturity but needs full commercial readiness.

Intervenção Proposta

A tailored roadmap is proposed to raise all stakeholders’ maturity metrics to level 8 within three years. It includes securing launch vehicle qualification (TRL 8), advancing CRL/BRL through early procurement, building the legal-institutional framework for Stakeholder 2, and upgrading CLA infrastructure, processes, and certifications to meet international operational standards.

Resultados Obtidos

The application of maturity metrics (TRL, TMRL, FRL, ORL, LRL, OPRL) revealed uneven readiness across stakeholders. Stakeholder 1 is mid-to-high in technical aspects but low in commercialization. Stakeholder 2 shows low ORL and LRL. CLA already meets OPRL 6. The roadmap aligns funding, team, regulatory compliance, and infrastructure investments for implementation of commercial launch services.

Contribuição Tecnológica-Social

This study advances innovation management in complex public-private arrangements and fills a gap in the literature on state-owned enterprises in the space sector. The roadmap fosters national sovereignty, institutional synergy, and global market insertion while ensuring compliance with legal and ethical standards. It supports Brazil’s strategic positioning in the space economy.
